It's never good when the presumably bad guy says he thinks it's time he brings anything 'to an end'. As that usually means that he somehow has had the power to do so for awhile now. Whether it's a recent recharge he's been holding onto or just was toying with them, it's never a good sign.

I say presumably bad guy as honestly the worst I remember this guy personally doing is summoning the bone ghouls and fighting the party in the first place. He might have just been a peaceful cave hermit and they busted into his home for all I know! Mind you a gold fish has better memory than I do, and even then I'm mostly joking.

He did create a juju zombie red dragon and live with a bunch of bandits in the employ of Vandlev. Not 100% indicators of being a bad guy but certainly circumstantial evidence pointing in that direction.

Animate dead is necromancy [evil] so I'd say as the sort of necromancer who clearly uses those on the regular, he should be evil and of course in this particular situation he's clearly 'the bad guy'.
Now, if someone was trying to make organic, cruelty free undead... I might let the evil thing slide.
Recipie for organic, cruelty free undead:
1. Wall of stone (Or any method of creating stone)
2. Sculpting. If you need them on the quick, use Fabricate. Otherwise, do it by hand. Make wonderful statues of whatever you want. Don't skimp on Craft (Sculpting) points.
3. Stone to flesh (This is relevant because flesh to stone turns the entire person to stone- including bones and muscle, therefore the reverse can turn stone into flesh and bone and muscle)
4. Animate dead (or relevant necromancy spell) on the new dead bodies you've made!
5. ???
6. Profit! (even though you're actually down a bunch of black onyx and might crash the market and also might get paladins after you for no good reason because you didn't kill anyone and nobody understands your art and...)

Ummm doesn’t that guy have two high level PC’s in his face right now? He really shouldn’t be able to do much till he deals with them

He probably doesn't need to do much. They're low-leveled and have been taking a beating from all these guys so he could probably just Fireball or something to end it at this point.

Which would be seriously lame. I wanna see the group either win or at least see Fowle get called out for slapping this fight. I think that, if a GM put a boss like this IRL, the players would have stuffed his GM book down his own throat.

Sure but he already spent an action on calling up these guys to fight the party and now he’s preparing a second one.

He has to be getting his ass kicked if he’s spent two rounds fighting the lower leveled party and not the high level people in his face

You HOPE this is the case. Fowle doesn't play fair. I wouldn't be shocked to find he had slipped him some nice little spell scroll he didn't have before or had 'forgotten' to record down damage or something.

The other GMs are right there so the not recording damage thing will not fly.

And even if he has a scroll he’s still spent a lot of his action economy attacking the party and not the PC’s near him who should have been spending their actions to kick his ass.

TLDR: he’s already had his turn so now it’s the high level pc’s turns

The last time one of my characters said "It's time to end this", she pulled a rod of cancellation from her pack, nocked it like an arrow, and shot an orb of annihilation with it. This took out a support wall, causing the ceiling of the throne room to collapse.

We kinda needed to rescue the prince from his uncle, but that wasn't happening, apparently.

Seems like their fault for keeping a sphere of annihilation in the throne room. Not like those things are good for anything other than destroying everything around them.
