Huh... Ya know, I never questioned that before. Though, the only time I got loot like that in my games was from monsters that couldn't use it

In most games I've run/played in, wizards had discovered the crafting rules that lower the value of magic items by putting restrictions on who can use it based on alignment, skills, and classes. That makes it faster to craft, and practically unlootable.

Even when the crafting rules don't give a discount for enchantments that restrict who can use a weapon, that can still be a useful feature. It makes your gear less tempting for a band of greedy murder-hobos. If you're lucky, it might even make you worth considering as a member (even if it means splitting treasure and XP).

You know, I never really questioned why a wolf can disgorge a small treasury and magical weapons from its belly when I killed it.

In all seriousness I tend to assume that they just were too scared to use it. After all, it could be a medallion that gives you a +1 CHA... or flings you across the room and bashes you against the wall... Or seals your soul away in Alabama for the rest of eternity.
