Doesn't actually prevent any of the many ways a 17th lv necromancer can come back from the dead, but it does mean he'll be forced to choose between any gear on his body and whatever INT boosting headslot he had.

Presumably 17th level adventurers also have avenues to prevent him from coming back... though there are very few actually written into the rules. At least in 3.5, all of the options for preventing resurrection were just a little bit abhorrently evil.

I admit, I'm not as familiar with high-level "escape death" methods as others. But... wouldn't most simple ways involve simple destruction of the body? Burn to ash, disintegrate, mold clay over it so that he suffocates if he does try returning to it... Without a body, it takes a lot more effort to bring someone back. Without trapping the soul, is there a way to ensure no revival at all?

At that level a destroyed body just means you have to spend more money to resurrect people.
If he actually has ways to come back on his own, he's already in the body of a clone or he's a lich and will form a new body.
Trapping the soul or destroying it are the only way to make sure they don't come back, both of which are evil.
One less-evil option that might work is putting a corpse in an antimagic field. That makes it very difficult to find and depending on how you interpret the rules, if there *is* a body you might need it to bring people back to life.
People with the Assassin prestige class can make it more difficult to resurrect people, but only makes it sometimes take multiple attempts instead of actually being impossible.

Trapping the soul feels like... grey, at best. Circumstance could make it... "not as evil", but I can't imagine anyone considering it "good". At best, it's sounding like Wish or Miracle to block the soul from returning to the material plane in any way would be the only way to do it?
