I say presumably bad guy as honestly the worst I remember this guy personally doing is summoning the bone ghouls and fighting the party in the first place. He might have just been a peaceful cave hermit and they busted into his home for all I know! Mind you a gold fish has better memory than I do, and even then I'm mostly joking.
Now, if someone was trying to make organic, cruelty free undead... I might let the evil thing slide.
Recipie for organic, cruelty free undead:
1. Wall of stone (Or any method of creating stone)
2. Sculpting. If you need them on the quick, use Fabricate. Otherwise, do it by hand. Make wonderful statues of whatever you want. Don't skimp on Craft (Sculpting) points.
3. Stone to flesh (This is relevant because flesh to stone turns the entire person to stone- including bones and muscle, therefore the reverse can turn stone into flesh and bone and muscle)
4. Animate dead (or relevant necromancy spell) on the new dead bodies you've made!
5. ???
6. Profit! (even though you're actually down a bunch of black onyx and might crash the market and also might get paladins after you for no good reason because you didn't kill anyone and nobody understands your art and...)
Which would be seriously lame. I wanna see the group either win or at least see Fowle get called out for slapping this fight. I think that, if a GM put a boss like this IRL, the players would have stuffed his GM book down his own throat.
He has to be getting his ass kicked if he’s spent two rounds fighting the lower leveled party and not the high level people in his face
And even if he has a scroll he’s still spent a lot of his action economy attacking the party and not the PC’s near him who should have been spending their actions to kick his ass.
TLDR: he’s already had his turn so now it’s the high level pc’s turns
We kinda needed to rescue the prince from his uncle, but that wasn't happening, apparently.
